  14. We designed the user interface NOT to do this. It's confusing to implement
  15. and confusing to use menus that aren't obviously attached to the currently
  16. active part. We looked carefully at OLE's menu sharing scheme and decided
  17. against doing that in OpenDoc.

  19. If you can tell me WHAT you are trying to accomplish, I believe I can
  20. suggest a better interface.
